The Planning and Zoning Division reviews plans for residential and commercial development site plans to ensure they are constructed according to the approved plans, as well as county, state, and federal regulations. It provides guidance to design professionals, contractors, and others about Flagler County's requirements. It provides flood zone determinations for all site plans and building permits according to FEMA regulations. Planning and Zoning processes subdivision plats to be reviewed by the Flagler County Board of County Commissioners.
It also oversees transportation access, and the impact of potential developments on the roadways within the county.
Planning and Zoning maintains and updates the Comprehensive Plan and the Land Development Code. It provides the required forms and documents for Land Development and Short-Term Vacation Rentals. It is responsible for overseeing the operations of the Planning and Development Board and the Technical Review Committee.

Reviews and acts upon applications for development pursuant to the county Land Development Code and other applicable ordinances. The Board monitors and oversees the operations, effectiveness and status of the county Land Development Code and recommends amendments to the County Commission that are consistent with the Comprehensive Plan.
