Human Services

Flagler County Human Services provides emergency assistance for help with rent or utilities and mortgage assistance. It also provides a number of indigent healthcare services including medical assistance for low-income and uninsured residents, prescription assistance, and emergency dental care. State-mandated services such as the Health Care Responsibility Act, Medicaid Nursing Home, Medicaid Hospitalization, Healthy Kids Program, and indigent cremation also fall under Human Services.
Emergency Assistance
Flagler County Human Services provides the following emergency assistance services to low-income, eligible residents:
- Assistance with past due rent or utilities can be provided two times per household, per 12 month period (no deposits)
- Assistance can be provided toward a first month’s rent payment in certain situations
- Mortgage assistance may be provided
Indigent Health Care
Flagler County Human Services provides the following indigent health care services for low-income, uninsured, eligible residents:
- Medical assistance
- Prescription assistance
- Emergency dental care
State-Mandated Services
Note for HCRA, Medicaid Nursing Home, and Medicaid Hospitalization: The State Agency for Health Care Administration establishes regulations governing the expenditure of these funds.
Health Care Responsibility Act (HCRA) - This reimburses participating out-of-county hospitals at the Medicaid per diem rate for care provided to indigent, uninsured Flagler residents. The county financial obligation is set by the state at $4 per capita.
Medicaid Nursing Home - This reimburses the state for the county portion of Medicaid costs for Flagler residents that reside in nursing homes, regardless of the location of the facility. The county obligation is set by the state at $55 per month per individual.
Medicaid Hospitalization - This reimburses the state for the county portion of costs for hospitalization of Medicaid-eligible Flagler residents.
Healthy Kids Program (Florida Kidcare) - County government provides one half of the required local match to provide low-cost health insurance to school-aged children in Flagler
Indigent Cremation - According to statute, each county is responsible for costs associated with the disposal of unclaimed or indigent deceased individuals.
