Housing Repair & Rehabilitation Assistance

Flagler County Housing Services administers programs that help preserve the safety, stability, and longevity of owner-occupied homes. These are not emergency repairs. Applications are accepted online year-round and prioritized by income and documented special needs.

Preservation-focused: scopes aim to extend the useful life of the home and reduce future risk. Not a renovation wish list and not immediate assistance.

Eligibility Requirements

  • You must own and occupy the home as your primary residence and maintain a homestead exemption.
  • Mobile/manufactured homes must be built after 2007 and located on land you own.
  • There is currently a wait list for assistance.

Income Eligibility

Programs serve households up to 80% AMI, with priority for households at 50% AMI and below. Income limits are updated annually.

Available Programs

Owner-Occupied Rehabilitation Max $80,000 | 15-yr deferred/forgivable

Repairs major systems to preserve long-term habitability and safety (roofing, electrical, plumbing, windows, accessibility, wind mitigation, energy efficiency). Scopes are developed by Housing Services and acknowledged by the homeowner prior to construction.

Roof Replacement Max $25,000 | 5-yr deferred/forgivable

Eligible when insurance requires replacement, the roof is actively leaking, or remaining life is < 6 years. Related soffit/fascia/gutters may be included if funds allow.

Senior Barrier-Free Home Modification Grant up to $12,000

For homeowners 60+. Accessibility modifications for aging in place (ramps, widened doors, walk-in showers, grab bars, comfort-height toilets, lever handles). Not intended for HVAC or water heaters.

Prioritization: Very-low-income households and those with documented special needs receive priority. Applicants may remain in queue while funding is prepared.

Housing Empowerment Workshop Series (HUD Counseling)

Workshops are held the third Saturday of each month, 9:00–11:00 a.m. at the Southern Recreation Center, 1290 Belle Terre Pkwy, Palm Coast, FL 32164. Registration is required.

November 15, 2025: Staff from the City of Palm Coast and Flagler County will present their home rehabilitation and repair programs, including eligibility, how to apply, and what to expect.

One-on-one HUD counseling is also available by appointment.

Frequently Asked Questions

Is this a loan and do I have to pay it back?
Assistance is typically a deferred, forgivable loan. You do not make monthly payments. If you sell or transfer the home during the lien term, the unforgiven portion is repaid at sale. Over time, a portion is forgiven.
What happens if I pass away before the lien term ends?
An heir who is income-eligible and will live in the home may apply to assume the lien. Otherwise, if the home is sold, the unforgiven portion is repaid at closing and returned to the program to assist other eligible households.
Can I use my own contractor?
No. The County competitively bids work to a pool of qualified, contracted firms. Housing Services issues requests for bids and manages the process.
What if I need help completing the application?

What if I am behind on my mortgage payments?
We cannot assist if you are in active foreclosure or in default on your primary mortgage. Contact Mid-Florida Housing Partnership to schedule foreclosure-prevention counseling: mfhp.org or (386) 274-4441 (Option 6).
I’m a legal heir living in the home but can’t prove ownership. Can you help?
Ownership documentation is required. Please contact us for a referral to Community Legal Services of Mid-Florida to explore options for establishing legal ownership.
How long after I apply will you reach out? How long is the wait?
Timelines vary by case and funding. We prioritize based on income and documented special needs. It is common for applicants to wait six months to a year. Apply early; submitting complete information helps keep your case moving.
Do roommates need to be listed on the application?
Yes. State guidelines require us to count all household members and their income. Unless there is a valid lease and a partial homestead exemption indicating a tenant, we must verify income and assets for roommates as household members.
Do adult children or other relatives living with me need to be listed?
Yes. All adults residing in the home are counted as household members and must be listed with income and asset information.
Do I upload income and asset documents with the online application?
Not initially. The online application is self-reported. Submitting it places you in the queue. Staff will contact you for clarification, prioritization, and then request documentation when your case is moving forward.
