EFMCD serves as the single reporting entity for mosquito concerns throughout the County, even if your property is outside their taxing district boundaries.

Flagler County government partners with the East Flagler Mosquito Control District to provide mosquito monitoring and suppression services across the County. The level of service depends on where a property is located: some areas receive full, ongoing service funded by property taxes, others receive limited service triggered by monitoring or complaints, and some areas currently receive no routine service at all.

Service Levels Across Flagler County

Coverage falls into three tiers, from full-service taxing district down to areas with no routine mosquito control.

East Flagler Mosquito Control District

This geographic area on the eastern, more densely populated side of the County is served by the East Flagler Mosquito Control District (EFMCD), an independent taxing district. Property taxes levied by EFMCD fund ongoing mosquito monitoring, suppression, and public education services within its boundaries.

District boundaries include:

  • Flagler Beach
  • Beverly Beach
  • Marineland
  • Most of Palm Coast
  • Parts of eastern Bunnell
  • Parts of eastern unincorporated Flagler County
Special assessment

Espanola Special Assessment District

Near the center of Flagler County. A special assessment funds limited services through a contract with EFMCD:

  • Ongoing remote monitoring of mosquito levels
  • Suppression when authorized by the County

Rima Ridge Special Assessment District

In the southern part of Flagler County. A special assessment funds limited services through a contract with EFMCD:

  • Ongoing remote monitoring of mosquito levels
  • Suppression when authorized by the County
Service district

Daytona North Service District

In the western part of Flagler County. An assessment historically charged for road maintenance and other services also funds:

  • Suppression when authorized by the County
When is suppression authorized? For all three special assessment/service districts above, the County may authorize mosquito suppression following a recommendation from EFMCD, typically after remote monitoring shows a significant increase in mosquito volume, or after multiple resident complaints are received within a short time frame within the district's boundaries.
No routine service

Elsewhere in Flagler County

Areas outside of the districts above are not taxed or assessed for mosquito control services, so services are not routinely available in these areas.
