Growth Management

The Growth Management Department’s commitment is to guide the type, intensity and location of new development while maintaining quality of life for residents.

The department includes the following divisions:

• Central Permitting
• Contractor Licensing
• Planning and Zoning
• Development Engineering
• Building Department
• Code Enforcement

Functions include:

• Review and issuance of building, land development and right-of-way use permits.
• Technical reviews for rezonings, land use changes, commercial projects and subdivisions.
• Regulation of storm water management and flood hazard zones.
• Processing applications for zoning, long range planning and drainage.
• Ensure compliance with the Comprehensive Plan, the Florida Building Code and the Flagler County Land Development Code.

Growth Management oversees the operation of advisory boards or committees including the Contractor Review Board, the Planning and Development Board, and the Technical Review Committee.
