Disaster Assistance – SHIP Program
When a disaster is officially declared by the Governor of Florida or the President of the United States, Flagler County may temporarily redirect available SHIP funds to help with disaster-related housing needs.
These are the same limited funds that normally support ongoing housing programs—not extra disaster money. Assistance is not immediate and may result in applicants being triaged into our existing programs, some of which already have waitlists.
What We Can Help With

Insurance Deductibles – to help cover storm damage repairs.

Rent or Mortgage Assistance – for households that lost income due to the disaster.

Utility Assistance – available only when combined with rent or mortgage help.
Important Notes

Assistance is only available for the current declared disaster. We cannot provide help for past storms or unrelated situations.

Payments are made directly to vendors (contractors, lenders, landlords, or utility companies).

For rent/mortgage assistance, you must:

Show a loss of at least one week of income from a primary wage earner, directly due to the disaster.

Have a valid lease or mortgage. (Informal or unreported rental arrangements are not eligible.)

Documentation is required, such as employer letters, pay stubs, or other proof of income loss.

Applications must be complete and submitted before the end of the disaster declaration to be considered.
