Purchase Assistance Program

Program Overview

What we fund: Down payment and closing cost assistance to help first-time buyers close the gap between their mortgage and the purchase price.

Security & Term: Assistance is secured by a 15-year, deferred, forgivable lien. Forgiveness occurs annually after the required occupancy period. If the home is sold or the program terms are not met before forgiveness, repayment may be required at sale.

Repairs are separate: Basic health, safety, insurance, or loan-required repairs may be funded separately from purchase assistance and are limited to eligible items only. Renovations and upgrades are not covered.

Funding & Priorities: Reviews occur as funding and program priorities allow. Please do not begin house hunting in reliance on this assistance until you receive an official Award Letter from Flagler County Housing Services.

Before You Apply

All applicants must first complete both a First-Time Home Buyer’s Class and credit counseling through Mid Florida Housing Partnership (MFHP). After counseling, MFHP will issue a Credit Readiness Confirmation Letter that verifies readiness to pursue mortgage financing.

Eligibility is based on household size, income, and mortgage approval.

Award Levels

  • Very Low Income: $49,950 (purchase) + up to $30,000 (repairs)
  • Low Income: $39,950 (purchase) + up to $30,000 (repairs)
  • Moderate Income: $29,950 (purchase) + up to $20,000 (repairs)

Important Note

  • The maximum purchase award is $49,950, $39,950, or $29,950, depending on income level.
  • Repair funds are separate and can only be used for eligible home repairs — not for home purchase.

Information for Lenders and Realtors

We value our lending and real estate partners for helping connect buyers with sustainable homeownership opportunities. To ensure smooth coordination, please review the following program expectations and guidelines.

  • Refer clients to apply through Flagler County Housing Services. Applicants begin by completing Mid Florida Housing Partnership (MFHP) education and counseling, then applying through the County portal.
  • Award Letters are required before proceeding with SHIP-funded transactions. Program funds are confirmed only through an official Award Letter issued by Flagler County.
  • Timing and availability vary. Reviews are based on funding availability and program priorities. Award letters may take time to issue.

Application Timing and Review Process

Submission of an application does not result in immediate review or approval. Applicants may be placed in a queue depending on available funding and program priorities. For this reason, lenders and realtors should avoid moving forward with loan applications or purchase contracts that rely on SHIP funds until an official Award Letter has been issued by Flagler County Housing Services.
