Flagler County Industrial Development Authority

 The Flagler County Board of County Commissioners approved the formation of the Flagler County Industrial Development Authority (IDA) as it supports the county's Strategic Action Plan for Economic Vitality – specifically Goal 1 "Diversify & Enhance the Tax Base to improve the Local Economy" and Goal 2 "Develop Competitive Advantages for New & Existing Businesses."

The primary purpose of an IDA is to issue tax-exempt bond financing for certain economic development projects within Flagler County. By utilizing the tax-exempt financing, the end user receives a lower interest rate and therefore has a more economically viable project. Tax-exempt bonds may be issued for:  

  • Manufacturing facilities

  • Water & sewer projects

  • Solid waste facilities

  • 501 (C)(3) non-profit organizations

  • Expansion of qualifying businesses

Proceeds realized resulting from IDA activities will be used to enhance the economic competitiveness of Flagler County.

PACE Program for Commercial Development

Flagler Board of County Commissioners authorized the Florida Resiliency and Energy District (FRED) to provide services in Flagler County on October 4, 2021. FRED PACE provides an alternative method of financing, approved by Florida Statutes, covering costs of certain energy efficiency and wind resistance improvements to commercial projects. Unlike PACE in other states, Florida Statutes allows this financing mechanism to apply to improvements to existing structures, as well as Greenfields.
