Flagler County partners with contractors and developers to expand and preserve affordable housing. This page is your hub for opportunities, requirements, and resources.

Contractors

Flagler County’s Procurement and Contracts Division issues Requests for Statements of Qualifications (RSQs) through our vendor portal, OpenGov. Once vetted, contractors may be invited to sign an agreement with Flagler County and join the pool of qualified contractors for Housing Services projects.

We focus on meaningful rehabilitation and repairs that preserve property values and extend the life of existing housing—not just quick fixes. Projects are funded through homeowner equity and public dollars, so we partner with contractors who take pride in durable workmanship that adds lasting value.

Responding to a solicitation to become a qualified contractor through OpenGov is the first step. Once qualified and on contract, Housing Services issues local bids for each project through its own Neighborly Portal.  All bids are blind to the staff, and staff selects the lowest bids.  Contractors must attend site walk-throughs to submit a bid, as issued by the Housing Program Coordinator, Eduardo. Staff evaluates each contractor after every project and logs both the homeowner evaluations with staff evaluations.  Roof projects do not require site-walk throughs.

Developers

Flagler County encourages affordable housing development through incentives and policy tools. Developers can explore opportunities such as:

  • Funding Options – Information on local or state funding opportunities (SHIP, CDBG, or others) will be posted here when available. Developers should monitor this page for potential RFPs or funding announcements.

Land Opportunities

The Flagler County Board of County Commissioners identifies publicly owned properties suitable for affordable housing every three years, in accordance with Florida Statute 125.379.

  • Properties may be sold with restrictions requiring permanent affordable housing, donated to nonprofit housing organizations, or otherwise made available for production and preservation of affordable housing.

  • Parcels are adopted by Board resolution and advertised through Flagler County’s Procurement Portal, OpenGov. Entities wishing to acquire property for affordable housing must register in OpenGov and submit a proposal during an open solicitation.
