BOCC to ratify ‘Florida Forever Boundary Amendment Application’

December 9, 2025 – The Flagler County Board of County Commissioners will ratify the Florida Forever Boundary Amendment Application for the proposed 153-acre Bulow Creek Floodplain Addition to the Flagler County Blueway project.

“I am pleased to share that today we submitted (the application),” County Administrator Heidi Petito told commissioners on Monday via email. “This milestone reflects our community’s strong commitment to protecting the headwaters of Bulow Creek and ensuring that future generations can enjoy its natural beauty.”

The application will be ratified at the upcoming Board Meeting at 9 a.m. on December 15.

The addition will:

  • Preserve wetlands and wildlife habitats that are vital to the health of Bulow Creek and the Halifax River estuary.
  • Expand opportunities for outdoor recreation, including trails, boardwalks, birding, paddling, and environmental education that are directly connected to the Bulow Creek Headwaters Regional Park.
  • Safeguard our community from flood risks by maintaining natural floodplain functions.
  • Protect open space in a rapidly growing area, ensuring Flagler County retains its unique natural character.

The Acquisition and Restoration Council (ARC) will review this proposal at its meeting on February 14, 2026. If approved, the next steps will involve pursuing acquisition through Florida Forever, the St. Johns River Water Management District (SJRWMD), and Flagler County’s Environmentally Sensitive Lands (ESL) program.

“There is the potential to share funding for either fee simple purchase or conservation easement,” Petito said. “This is the beginning of a long process, but it was essential to start with a willing seller, and I’m pleased to report we were able to secure that commitment today.”

The Board of County Commissioners holds its meetings in the Commission Chambers of the Government Services Building, 1769 E. Moody Boulevard, Bunnell. While this is the third Monday of the month, the meeting will be held at 9 a.m. and not 5 p.m.
