Access to PDFs at www.FlaglerCounty.gov decidedly easier

February 25, 2026 – Flagler County officials instituted changes to its website – www.FlaglerCounty.gov – to ensure all public information is accessible to everyone in compliance with the Americans with Disabilities Act (ADA), Title II - 28 CFR Part 35. The changes are noticeable when accessing PDF documents housed on the site.

“To meet upcoming ADA requirements, we are implementing changes about how documents are published on our website,” said Flagler County Chief Information Officer Matt Rivera. “Our goal is to maintain the same level of transparency and access you expect.”

The website shows no noticeable changes until one accesses a PDF document, like the 2026 State Legislative Program that is located on “Transparency Dashboards.”

Click on that document – or any PDF – and it opens with a toggle at the upper left that allows one to choose between “Print-Friendly View” or “Accessible Transcript View.” Regardless of which selection is made, there is a scroll bar on the right that provides several options.

Those options include:

  • A summary of the document
  • An ask-a-question feature that provides an instantaneous answer
  • A document outline
  • A translation feature with dozens of options
  • Disability assistance that provides 30 minutes of live visual interpreting services for FREE

Additionally, one can download or print either – or both – the original PDF or the transcript.

“This ‘DocAccess’ feature provides instantly accessible – transcribed, searchable, translated, and assisted documents,” Rivera said. “It’s simple and easy to use.”
