Flagler County's Contractor Licensing Code was amended by Ordinance 2026-02 (PDF, 636KB), updating definitions to mirror state definitions, eliminating local license testing, and providing for renewal of existing licenses and reciprocity.
About Contractor Licensing
The purpose of the Flagler County Contractor Licensing Division is to establish a centralized and uniform system for the local regulation and discipline of registered contractors, the listing and discipline of state certified contractors pursuant to Chapter 489, Florida Statutes Parts I and II, and the regulation and discipline of local specialty contractors pursuant to Chapter 8 of the Flagler County Code of Ordinances within the unincorporated county.

Reciprocity Information
Contractors who hold a current license or certificate of licensure issued by another Florida county may qualify for reciprocal certification to work in the same category or class in Flagler County, as provided in Section 8-11 of the Contractor Licensing Code.

Registration for Fence Installers and Paver Installers
Fence installers and paver installers register with the Contractor Licensing Division to work within unincorporated Flagler County.

Private Provider Registration
Private providers register with the Flagler County Building Department. Submittal requirements:
- Applicable Florida issued state license: Building Code Administrator (FS 468), Engineer (FS 471), or Architect (FS 481)
- Certificate of liability insurance made out to Flagler County Building Department, 1769 E. Moody Blvd., Bldg. 2, Bunnell, FL 32110: $1M per occurrence and $2M in aggregate for any project with a construction cost of $5M or less, and $2M per occurrence and $4M in aggregate for any project with a construction cost of over $5M
