The Transit Development Plan (TDP) is Flagler County Public Transportation's ten-year strategic plan for improving public transportation services and the facilities and equipment that support them.
This is a major update, which the state requires every five years. It sets a prioritized program of service, capital, and policy actions across the ten-year planning horizon, and provides the analysis needed to pursue state and federal funding for eligible transit investments.
The public comment period has closed. Comments on the draft 2026-35 TDP were accepted through 5:00 p.m. on March 16, 2026. The draft plan and the presentations given during its development remain available below. For questions about the plan, contact the Transportation Manager.

To receive State Block Grant funds for transit system operations, every transit agency must produce a Transit Development Plan major update every five years, and an annual update or progress report in all other years.
Development of this TDP followed a structured process designed to connect community needs with recommendations that are both feasible and fundable.
