Project Overview

BCHRP is a 1,180 +/- acre existing nature preserve owned by Flagler County and defined by Bulow Creek to the east, Moody Boulevard/SR 100 to the north, various parcels fronting Old Kings Road to the west, and the Polo Club neighborhood to the south: Please see the project location map on the following page.

Flagler County has received Local Assistance Project (LAP) funding from the Florida Department of Transportation District 5 (FDOT) to plan, design, and permit resource-based, passive recreation for BCHRP, including possibly a paved multiuse trail through the park to connect the southern terminus of the existing SR 100 pedestrian bridge to Old Kings Highway at the southwest corner of the site; a trailhead with restrooms, picnic, and parking; fishing piers and/or docks on Bulow Creek; unpaved trails; elevated boardwalks; overlooks and observation platforms; environmental education; wildlife features such as nesting platforms and boxes; and ecosystem restoration where appropriate.

The County’s goals for BCHRP include:

·      Continue to manage BCHRP as a nature preserve

·      Create a regional destination for resource-based passive recreation

·      Propose improvements that celebrate the area’s cultural history

·      Support the County’s overall tourism and economic development mission

Project Status

Kimley-Horn, a multidisciplinary design and engineering firm, was hired in November 2024 to complete the planning portion of this project. This phase of work includes conducting desktop and field reconnaissance-level inventory and analysis of BCHRP’s existing natural, cultural, and historical resources. It also includes developing park design alternatives for public and stakeholder input. Both are required to comply with FDOT’s National Environmental Policy Act (NEPA) requirements.

Two conceptual design alternatives are currently being considered and will be presented for input at the public meeting on June 4. Input will also be sought regarding considerations for trailhead, trail, and pier/dock design.
